Kabul (BNA) President Mohammad Ashraf Ghani on Thursday officially inaugurated the work on CASA-1000 hydro power project in Soroubi district of Kabul, one of the biggest power projects in the region, which will transfer 300 megawatts of electricity from Tajikistan and Kyrgyzstan to Afghanistan and Pakistan.
Speaking on the occasion, President Ghani said that the project was a step forward towards changing Afghanistan into a hub of energy transit in the region.
“Economic cooperation is in the interest of all member countries, our vision is to transform Afghanistan into a crossroads of energy transit in the region,” president Ghani told the event.
“In addition to implementing the TAPI project, we are waiting for the Pakistani government to make its final decision on TUTAP project; it is clearly in the economic interest of all to benefit, so Afghanistan must become an energy transit crossroad,” the president said.
The president thanked Dr. Homayoun Qayoumi for drafting a plan on this regard 24 years ago, saying that the plan, which represents the transfer of energy to the region, has become an action plan today.
The president noted that nine provinces of Afghanistan will be connected to the national network and another five will soon be connected. He also thanked the head of the Breshna Company, especially the staff and engineers of the organization for keeping the electricity active in difficult conditions. “I thank you on behalf of all the citizens of the country,” he added.
The president thanked Tajikistan, Kyrgyzstan and Pakistan for joint cooperation, saying that Afghanistan was always ready for regional cooperation in terms of regional connectivity; He stressed that reviving trade in the region was in everyone’s interest.
President Ghani went on thanking Soroubi district residents, saying that Kabul’s biggest dames were in that district, but the residents were deprived of electricity.
The president instructed line ministries and organs to do more to address problems of Soroubi, Mosahi, Khak-e-Jabar and Chahar Asiab districts.
The president asked the local residents and officials to help provide security for the projects, so that other believe that Afghan could implement mega projects.
The president said: “We have decided to change CASA 1000 into a transit project because without this decision, the project would be neutralized. We have dramatically changed the price, so that the Pakistani people can use it and become convinced.” The president added that because of the quality and creating an atmosphere of trust, they lowered the cost and then will do other great things together.
“Besides the transit money, an additional $2 million will be raised for a fund that will be created by the exporters. The money from the fund will be spent on the security of the transmission lines where it passes through,” said Amanullah Ghalib, head of Da Afghanistan Breshna Sherkat (DABS), Afghanistan’s main power supply company.
National Security adviser Hamdullah Mohib, acting minister of finance and other government officials and foreign diplomats were also present in the event.
CASA-1000 is a major power project that will transfer 300 megawatts of electricity from Tajikistan and Kyrgyzstan to Afghanistan and Pakistan.
The CASA-1000 project will start from Kyrgyzstan and it will reach Afghanistan through Tajikistan and onward to Pakistan’s Peshawar city. The length of the project in Afghanistan is estimated to eventually run for 562 km.
With the implementation of the project, 1300 megawatts of electricity from Kyrgyzstan and Tajikistan will be transmitted to Afghanistan and Pakistan. Afghanistan will receive 300 megawatts of power and the remaining one thousand megawatts will be transmitted to Pakistan via Afghanistan territory.

Kabul (BNA) The 211th meeting of the National Procurement Commission (NPC) presided by H.E Mohammad Ashraf Ghani; the President of Islamic Republic of Afghanistan; was held on Monday evening; February 3rd, 2020 at the Presidential Palace. At this meeting; NPC reviewed 44 procurement contracts; which resulted in approval of 40 contracts; worth approximately 142 Million USD; which include the following: - The basic reconstruction of Mazar-e-Sharif shrine Project; related to the Ministry of Land and Urban Development; - The contract for construction of 9.6 km long road from Dehsabz district to Baba Qaqshar Wali of Kabul Province; related to the Ministry of Rural Rehabilitation and Development (MRRD); - Three contracts including; Herat province 555 Police Unit; electric equipment’s and construction materials, procurement of aluminum cable and design and preparation of fiber composite towers and insulators with its components two lots; related to Da Afghanistan Brekhna Shirkat (DABS); - Two contracts including procurement of maintenance of fiber optic services of Maidan Shahar to Kandahar lane and digging, piping and cabling of fiber optic at Kandahar to Herat lane (Kandahar to Lashkar Gah, Lashkar Gah square to Delaram, Delaram to Farah rud); related to Ministry of Communication and Information Technology (MoCIT), - Two contracts including procurement of 53 items of raw materials of publication for gazette publishing house and procurement of fueling items for security and special operation command; related to Ministry of Finance, - The contract for procurement of petrol and diesel for Supreme Court; for the duration of three months, - Five contracts including construction of Darul Aman administrative complex of ministry of finance portion, restoration of existing historical buildings and landscape of Kolola Pushta hill project, construction of Afghan Post Building, procurement of 154 items of cleaning materials and procurement of 17 items of food stuff; related to Operation and Support Office of the President for National Development (OSOPND); - The contract for construction of 30 km side roads in Kabul city; related to Kabul Municipality, - Two contracts including procurement of six types of fruits and procurement of a bread required for central and regional military units and components of MoI, - The contract for procurement of three types of meat; related to President Protective Services (PPS), During the meeting; the procurement of six Ambulances; related to the Office of President and the request for procurement of oil; related to the Ministry of Defense was returned for rectification to the relevant entity. Beside that; the plan of investment of the Ariana Afghan Airline on air transportation of pilgrims (Hajjis) for next six years was discussed and approved by National Procurement Commission (NPC). The request of Ministry of Agriculture, Irrigation and Livestock (MAIL) on increment of threshold authority; in purchasing of animal feed projects was also approved. The Kabul Municipality guidance request on procurement of three types of speedy vehicles was presented while the commission has issued necessary instructions in this regard. The National Procurement Commission has also approved a request to increase the amount of demand for a maximum requirement of domestic apple for Police command. The request for seven sided agreements (provision of beef and mutton for ministries of defense and interior) was discussed in the session and approved while the MAIL, MRRD and ministry of commerce and industry was assigned to review the nature of initiation of Associations. The ministry of defense request for termination of contract of procurement of information technology equipment for military forces and central command was presented and approved by commission. Similarly; the ministry of defense guidance request on procurement of petrol and diesel and liquid gas was presented to the NPC and necessary instruction was issued in this regard. An explanatory note of Ministry of Communication and Information Technology on procurement of goods of information technology, establishment of computer lab and connection of 290 schools via fiber optic was presented and approved by the commission. Meanwhile; the NPC members; after review and discussion approved the request for amendment of following contracts: - Time extension of the contract for provision and installation of 30 hydrological cable stations of Ministry of Energy and Water, - Time extension of the contract for construction and asphalt of 10.3 km long road in Sheen Dand district of Herat province; related to MRRD, - Time extension of the contract for feasibility study of Logar airport; related to Ministry of Transport, - Time extension of the contract for construction of Al-jehad Masjid in Ghazni province; related to OSOPND, - Time extension of the contract for procurement of two types of fire wood; required by military forces unites and components, - Amendment in the nature and payment conditions (prepayment) of the contract of 5.7 Acre land; nearby military camp enlargement for Choppers; related to Ministry of Defense. - But amendment in conditions of the contract of liquid gas; required by military forces units and components was rejected, - Time extension of the contract for procurement, design, equipment, provision, instalment, testing and montage of 220 KV transmission line from Shabarghan to Andkhwai; related to the DABS. The Ministry of Rural Rehabilitation and Development (MRRD); note on 4% discount in the total cost of award contract of construction and asphalt of 11.6 km long road from Baak district to Turzayee Bazzar of Khost province was presented to NPC while approved. Moreover; based on the agenda; the NPC members reviewed the implementation report of previous NPC instructive decisions; which resulted in approval of the following projects: - Presentation of sustainable budget plan; using the installation; according to the guidance of the NPC, regarding maintenance of water supply and canalization project on the basis of framework contract, - The instructive decision on request of award of contract of provision and procurement of fiber optic transmission material, fiber optic cable and other related equipment; related to Ministry of Communication and Information Technology (MoCIT), - The instructive decision on request of award of contract of digging, fiber optic and copper cabling in southwest zone; including Zabul, Kandahar, Nimroz and Helmand provinces; related to MoCIT, - The instructive decision on request of award of contract of digging, fiber optic and copper cabling in northern zone; including Kabul, Maidan Wardak, Parwan, Logar, Paktia, Paktika, Kapisa, Bamyan, Khost and Ghazni provinces; related MoCIT, - Instructive decision on request of contract amendment (time and cost extension) of procurement of international telecommunication services, - Instructive decision of NPC on 101 items of field consolidations of military forces. During the discussion on security sector projects; H.E the President Mohammad Ashraf Ghani instructed relevant authorities to strictly monitor the implementation phases of the projects and no scarcity in this respect can be accepted. In this meeting; beside NPC members; officials of National Procurement Authority, the national and international observers including the Integrity Watch Afghanistan (IWA), the Mashrono Jirga, the Special Inspector General for Afghanistan Reconstruction (SIGAR) and CSTC-A Resolute Support had also participated.
