Kabul (BNA) Hamid Karzai, president of the Islamic Republic of Afghanistan expresses his concern that there are still cases of polio diseases in a number of insecure areas of the country and the other side of Durand Line. 
According to recent news reports ministry of public health, currently polio cases have increased by three fold comparing to 2010 in the country. 
Based on the reports, in 2011, 80 polio cases were seen in the country, 62 of the cases were seen in southern provinces including Farah province. 
Expressing his deep concern over the cases the president says, “Those who prevent Afghan children from vaccination are the enemies of the country’s future children.” 
Calling on armed opponents of the government, Hamid Karzai asked them to let national vaccination teams vaccine the children so that they would free from polio diseases. 
Pointing out related to efforts made by Afghan government and international community for prevention of polio diseases, Hamid Karzai said despite that much work has done for elimination of polio in the country and millions of Afghan children have been implemented, but in insecure areas of the country, the children are still suffering the polio diseases. 
The president of the Islamic Republic of Afghanistan is strongly asking the country’s Ulemas, mosques Imams and tribal elders for cooperation with national vaccination teams and convincing the armed groups to let the team’s vaccine the children throughout the country.

Kabul (BNAS) Chaired by president Hamid Karzai the council of ministers (CM) session was held yesterday at Gul Khana Palace and adopted the projects for transfer of power line of Uzbekistan via Afghanistan to Pakistan presented by acting minister of water and energy. 
The CM also took up the decisions no 16, 17, 19 of economic committee of the CM. 
Following adoption of the project the CM instructed the ministry of foreign affairs, energy and water and finance to carry on preliminary studies, economic and technical surveys and specifying the course of the power line with the Islamic Republic of Pakistan and Uzbekistan. 
The CM was also informed on the contract for delivering the cement factory and the coal mine of Pehlawanan of Herat province. 
The project as per the resolutions of the CM dated 5/12/1387 and 18/5/1389 were placed in bidding and of 13 companies the Iranian MIP was recognized as winner and it was adopted by the cabinet on 8/8/1390. 
The contract is valid for 30 years and the winner company by investing of USD150 million or its equivalent to Afghanis shall active the cement factory to the capacity of producing of annually one million tons and the privilege of each ton of cement for the company is USD 2 and after selling of each ton of extracted coal the company will booty it at the rate of USD20.11. 
The CM province to the MIP conditional for increasing of bid bond. 
The minister of economy in formed the CM in relation to transfer of timber stocks of Asadabad of Kunar province and stressed that the remaining timber with low quality will be transferred with a relatively lower transport costs. 
It was viewed that the security in charges of Kunar province to adopt preventive measures in transferring of wood from district of the province to the center of Kunar and in case the stocks of woods are not transferred they be seized. 
The CM adopted the decisions of the economic committee of the CM in relations to wood transport from Assadabad and instructed the ministries of finance, commerce and industries, agriculture and irrigation and interior affairs to implement the decision. 
The CM also discussed the procedure for provision of scholarships presented by higher education and education ministries and adopted the procedure. 
Meanwhile the draft procedure for regulating working relations of government with the national assembly was presented by justice minister and minister of state for parliamentary affairs. 
The CM decided that the draft be coordinated and finalized for approval. 
The minister for counter narcotics presented a report on collection of addicts and their treatment in Kabul. 
It is said that so far 500 addicts were collected and safe places for accommodating 10-5 persons were specified in three sites in Kabul and creation of shelter for 200 addicts from the budget of finance ministry is anticipated in the plan of 1391 and also treatment place for 250 addicts and center for professional training of 400 addicts have been planned. 
The CM adopting the report instructed the ministry of interior and national security department to adopt measures for prevention of cultivation, processing, trafficking and smuggling of narcotics and arrest the retail and wholesale dealers of narcotics. 
The CM also instructed the ministries of interior, agriculture, and irrigation, economic, public health, labor and social affairs, martyrs and disabled and the departments of national security. 
Afghan Red Crescent Society and Faizullah Kakar advisor minister in public health affairs, to work on preparing a long-term plan for promotion of alternative for poppy cultivation in order to prevent poppy cultivation, its processing, trafficking and smuggling and present their report in one and half month to the CM. 
The ministry of agriculture and irrigation received instruction to specify land for a center for treatment of addicts in Kabul and place at the disposal of counter narcotics and public health ministry. 
As per the report presented by acting public health minister, 80 cases of polio in the current year had been registered in Kandahar, Farah, Helmand, Kunar and Nangarhar provinces. 
The ministry received instruction to start polio vaccination in those regions. 
The deputy minister of finance for financial affairs pledged the cooperation of the ministry in relation to carrying of allocations for accelerating implementation of development projects. 
The CM advised the government departments to take implementation of development project as very serious. 
The minister of foreign affairs presented three international conventions including, the agreement between the ministry of labor, social affairs martyrs and disabled and the ministry of labor of India, protocol of fourth session of joint inter-governmental commission between Afghanistan and Kazakhstan in economic and trade cooperation, agreement for implementation of silk route project between the ministry of higher education of Afghanistan and the central office of diplomacy of NATO.

Al Qaeda militants have seized a small town southeast of Yemen's capital Sanaa Sunday in another setback to efforts to restore order after President Ali Abdullah Saleh formally handed over power following almost a year of mass protests against his rule.

A police source and witnesses said the militants met little resistance from a small police force when they entered the town of Radda in al-Baydah province, 170 km (105 miles) from Sanaa, Saturday night, seizing an ancient citadel and mosque.

The capture of Radda expanded al Qaeda control outside the southern province of Abyan, where they have taken over several towns since the uprising against Saleh began.


Underscoring the continued lawlessness in Yemen, a Norwegian working for the United Nations was kidnapped in Sanaa at the weekend, Norway's foreign ministry said.

A tribal source said the Norwegian was abducted by tribesmen from oil-producing Maarib province demanding the release of a suspect accused of killing two members of the security forces.

Residents in Radda, which has a population of around 60,000, said the militants who took over the town were led by Tareq al-Dahab, who had been handed over by Syria to Yemen recently after being detained while trying to slip into Iraq.

The Supreme Court of Pakistan (SCP) has issued contempt notice to Prime Minister Syed Yousuf Raza Gilani in the NRO implementation case and directed him to appear personally before the bench on January 19.
"In these circumstances, we are left with no option, as a first step, to issue a show cause notice," the notice issued by the seven-member bench stated.

"The prime minister should appear personally in court on Jan. 19."

The notice has been issued to the Pakistan   PM under Section 17. A seven-member larger bench of the SC resumed hearing of National Reconciliation Ordinance (NRO) Implementation case.

The hearing of the NRO implementation case was adjourned till January 19

Kabul (BNA) Three armed insurgents were detained by personnel of national police in different areas of the country. 
According to interior ministry press office, national police personnel conducted three combined operations with national army, coalition forces in the outskirts of Nangarhar, Kandahar and Helmand provinces in which three armed insurgents were detained. 
In these operations, 3 Kalashnikovs, with 1,000 of its ballets, 2 sets of communications, 400 Kg of opium, 10 Kg of sodium chlorides, 87 Kg of Kristal, a motorbike and two cars were seized by these forces.

Maidan-Shaher (BNA) Winter assistances were distributed for 200 deserved families in Maidan-Wardak province today. 
Najibullah Akbari head of disaster management office of Maidan-Wardak province said to BNA, the assistances  distributed by Pamlarani (Care) institution for deserved families in that province. 
Each families received 4 comforters, tarpaulin, a set of kitchenware and winter cloths, said the source.
According to the source, series of these assistances continues in the center and districts of Maidan-Wardak province.

Faizabad (BNA) Avalanche martyred 14 civilians in Badakhshan province this morning. 
According to BNA reporter from Faizabad city, an emergency session was held under the chairmanship of Dr. Shah Waliullah Adib governor of Badakhshan province.
Nesar Ahmad Amir head of disaster management office of that province said that avalanche strike Zeech village, Ashkashem district and destroyed all residential houses. 
According to him, rescue teams from Aqakhan and Foks dispatched to the area to assist the people. 
He said that in this village 79 houses are exist and approximately, 500 people live.
According to head of disaster management office of that province, five people were martyred and six others were rescued from avalanche.  
He said that five residents of Yaftol Bala district were lost their lives and three others were martyred in Bagh Balen village.  
Governor of Badakhshan said measures have been took place for reopening of ways into that district.

Kabul (BNA) Afghan security forces in the 2nd phase of taking security responsibilities have formally took-over security responsibilities of 12 districts out of 15 districts in Herat today.  
Shendand, Obei and Chasht-i-Sharif districts are not included in the second phase of transferring security responsibilities to Afghan forces.
Therefore, till beginning of the 3rd phase of transferring security responsibilities, the Italian and Spanish forces will be stationed in these three districts.
In the ceremony which was held on the occasion of transferring security responsibilities to the Afghan forces in Heart, Dr. Ashraf Ghani Ahmadzai Head of Commission for transferring security said, government is committed to improve the capacity of Afghan forces with the cooperation of international community.

Zaranj (BNA) Police of Nimrooz province detained four persons while smuggling more than 1200 Kg of narcotic yesterday. 
It is said that these persons wanted to smuggle the narcotic to Iran country. 
Colonel Mohammad Musa Rasooli, police chief of Nimrooz province said to BNA, they skillfully placed the narcotic in two vehicles for smuggling to Iran.
The smugglers detained by police from outskirts of Khashrod district. 
1150 Kg of opium and 90 Kg of heroin were seized by police from the arrested men, said the source.

Policemen Martyred In Khost

Khost (BNA) Two anti-narcotic police were martyred in a mine blast in Khost province last night. 
Torwali commander of anti-narcotic Dept. of that province and another officer of that Dept. were martyred when their vehicle struck with a roadside mine. 
Spokesman of Khost security commandment in a telephone call with BNA called the Taliban responsible for this event.
